Most health insurance companies will provide free rides. The only problem is that you usually have to schedule a ride three days in advance. I hope you have health insurance that will help you with that.

Yes. I don't know your situation, but if you Google "Virginia transportation assistance," you may find a program tailored for your circumstances.

Also, do you have 211 service in Virginia? If you do, dial that, and they may be able to provide you local and regional options. Best luck.
